If it's Rick Jones as pictured he'd lose pretty easily as all he really did was teleport people and fire the occasional energy blast. If it's him as Captain Marvel he'd probably beat Sam with his Galactus Protocol.

He also has cosmic awareness and destroyed several Gah Lak Tus ships with his energy attacks. And if he has the chance, he could BFR Sam with his portals. I doubt it would be easy for Sam to defeat him.
