Roy. Pyro only controls the fire itself. Roy controls what creates fire as well as explosions. He could easily just separate the gases and blow them up as soon as Pyro tries to throw any flames.

Probably Roy, can excess his flames with more ease, but I will acknowledge my ignorance to Pyro, especially if proven wrong.
