Wasn't he trained for a short time by the freaking Batman? He even took over for him when Batman went on a vacation. Two-Face wins. Combat-wise, Rorschach is nothing more than a glorified street brawler.
Iirc, in Watchmen, Rors doesn't really have powers. He's just a guy with a mask (made by Manhattan) who can brawl and has balls (to jump from great heights and rappel, etc). But he has been fighting H2H more than Two Face ever had.
Two face is a politician turned fighter, but he is still not on Batman's level per the scans above. His repertoire consists of mind games and guns and minimal H2H action. He is not naturally gifted as a H2H fighter and he wasn't created that way.
As an example, do you think you can beat an experienced Marine/BlackOps/SEAL/<insert elite military unit> after you receive a month of training and possible 2 weeks of fighting?
Rors will win this 7/10 because he is more experienced with this kind of fighting.

The only thing that's even close to a feat is him shattering a toilet bowl. How can Rorshach compare to a Marine/Black Ops/Seal? He has no training, and the toughest opponent he has beaten are street criminals.. By posting those scans earlier, in no way was I insinuating that Two-Face could last a minute against Batman. But it depicts him actually having some training and taking the Bat Family's place for a year beating up Gotham criminals... well not much difference there but I made my point. It wouldn't be an interesting fight, either way.

He's lost dependency on the coin now,fighting H2H is a trivial matter not good enough to warrant a flip. harvey seems to have some pressure point knowledge as displayed in no mans land and ran around cleaning gotham for a year after training with bruce for a month.His bio claims training with deathstroke as well(though i'm not sure on this one).
