Round 1 is a close one. Rorschach is small though, so I don't know how good a fighter he is; he didn't show off that much skill in Watchmen. That said, the joker isn't a big plain fist guy. However I think he occasionally bare-knuckled with Batman, so I say Joker.
Round two is joker no question, he has a much more impressive arsenal.

The first round it's just their fists. Arsenal only counts in the second round. That's why I said Rorschach would explode in the second round, since Joker has all sorts of crazy contraptions and whatnot :I
