I think Catwoman is way above Laurel. Regardless he can beat them both, but Ted is too much. He's a fodder wrecking machine and master of at least a couple martial arts styles, he was able to give both Arrow and Brick good fights, so IMO he's more skilled than Rorschach going by feats.
