Ronan's Universal has too many powers, its not as powerful as Thor's hammer Mjollnir but Ronan's hammer does have many moves that Balder won't be able to handle. Ronan's armor is also more advanced the technology of his armor should overcome any magical/asgardian heritage Balder has.
Balder wins this fight easily because everyone seemed to overlook that the fight is in Asgard where balder cannot be hurt except by mistletoe. Anywhere else Ronan takes it.
