Yeah I agree with you man.

In the open and in his prime, Captain Boomerang could take this.

He's good enough to hit the Flash so you know he's good enough to deflect anything Tim throws at him.  Plus, he's got enough firepower to keep Tim away until he lands a good hit.

The problem is, this isn't Digger in his prime and chances are they won't be fighting in the complete open.
