With prep, I'd probably give it to Rip Hunter. His cunning and savvy were instrumental in averting Mr. Mind's consumption of all time/the multiverse. He's terribly underrated insofar as intelligence goes.

Definitely agreed. Mr. Mind at the time was powerful enough to consume the multiverse, yet Rip contained him. With his own tech.
