Comic version of Blue Marvel, New 52 version of Reverse Flash. This is a random encounter and they are blood-lusted. Battle takes place in an unpopulated downtown New York City. Standard gear for both and the fight is to the death or KO. Who wins and why?

Eobard Thawne uses Negative Speed Force.

Hunter Zolomon exists on his own timeline, he does manipulate time, but he manipulates his own time. He can run as fast as he wants, he can fast forward his own life.

Daniel West is the New 52 Flash who uses Speed Force, but in a very limited way.

Zoom, manipulates time relative to himself to appear to be going faster than everyone else when in actual fact he is just moving at a normal speed.

@citizensentry: He is not, he is going fast, he is forwarding time like you forward a VHS movie. He can choose how fast his time passes in his timeline. He can not manipulate the timeline where everyone else exists.

He controls how fast he moves, he basically teleports with every step.

If he would slow everyone else down, he shouldn't be able to IMP. I can not IMP an snail. And how does he make everyone else slow? Like what is the radius? If I am far with binoculars do I see his enemies move slow as fuck and him just walk around?

Also Flash takes away the Kinetic energy, even if he would make everyone else slow, Flash could still make him stop because even if he moves in normal movement he uses kinetic energy.

The old logic for Zoom you use from Wikipedia is full of holes.

In the comics, what I posted above, Jay explained that he controls his own timeline which makes sense, Flash doesn't have stealing powers on him because he exists in external time line.

According to Jay he controls his own timeline and controls his own speed in that timeline. He does not control the mainstream timeline(Does not make others slower). Unless you tag the Geoff Johns or Scott Kollins it is not going to change.
