Both want the other dead, by any means neccesary.

Reed's stretching powers are stripped of him, as is Dr. Doom's magic abilities.

They each get 2 months of prep, and the best lab SHIELD can offer.

They will meet in the middle of Manhatten for mortal combat. They can bring anything they like, call in anything they like, do whatever they like, so long as the opponent is dead and they are not. This is a test of true intelligence and will with zero limitations.

Both are of course bloodlusted.

Who shall come out victorious?

Honestly the best lab SHIELD has to offer is probably a downgrade from the one they normally use.

Doom has taken over two planets and a country

just the fact that he can bring in what he wants is pure overkill.. and doesn't he know some godlike magicians? he can always call them to solo for him.

If it was that easy for Doom to call in a "godlike magician" he would of done it a long time ago to take out the FF. Doom himself is the best magician he knows, aside from Doc Strange, and I doubt he'd want to help.

Reed regularly beats a Dr. Doom with one-sided prep. Equal prep means Reed does it even faster. Doom's ego and hatred of Richards will be his downfall, as per usual.

But doesn't Reed have a team of super powered pals at his beckon to help him out most of the time? Alone I don't think it'd be as cut and dry as that.

Honestly I think that Doom>Richards in inteligence, but just barely

Also remember, Doom has one-sided prep in his encounters with the FF and Reed still figures out a way to win (IOW, Reed does more in less time.) Here, Richards has equal prep so Doom's advantage is gone.

If that's the case, then he still wouldn't call in help for this scenario. They are both bloodlusted, but still in character.

Ok, so I've decided to play Devil's Advocate (against myself.) One arc had Reed trapped in Doom's armour. He slowly started losing his mind and decided to take over humanity. Doom returned and enlisted the help of the remaining 3 FF members. Together, they defeated Evil Richards so there is evidence that Sue, Ben & Johnny are the deciding factor between Reed/Doom. Also, Doom has proven smarter by figuring out how to succesfully deliver both Franklin and Valeria, when Reed couldn't. Victor's understanding of magic also shows a higher intellect.

Dr. Doom uses his timemachine to wipe out Reed without any sort of PIS!

1. Without Richards, Doom wouldn't be the man he is today. Everything would change drastically, it's not worth it for Doom. Not to mention, erasing Reed Richards from history would cause a grandfather paradox.

2. The combatants are equipped only with what was discussed in OP. That means Doom would have to build another time machine from scratch; Richards has just as good a chance of doing that first.

Reed is actually smarter, even marvel acknoweledge Reed Richards as being the smartest person on Marvel Earth, Doom was rated second, sadly High Evolutionary wasnt even mentioned.

That being said Doom has better prep feats , which generally includes stealing powers from some extremely powerful character, the list includes: Silver Surfer, Odin, Galactus, PR Beyonder etc.

Reed is the smartest mathematical man on physics on Earth while Doom is the second, but Doom is smarter than Reed in every other aspect of the academic field and magic too.

If Doom can call his magician friends, Reed can call The Council. The team of Reeds that kills every Doom they encounter in every universe they hop to.
