Mark wins , he's consistently tagged faster characters and he'd fry Tornado.

Red Tornado takes it. Way too durable, and him KO'ing guys like Vision or whatnot is way better than Wizard being a pretty bad glass cannon himself.

He looses in every lifetime , he's tagged people waaaaaaaay faster than red on a consistent level and he'd fry red's circuits with a single bolt. His wind blasts wouldn't even do anything to Mark because he can manipulate it , red's only hope is to a land physical attack but he won't be able to do so before WW fry's him with Lightining

Lol at WW being able to overpower Reds Winds and not the other way around, Red isn't any slower as well as being all around better in the wind game. His best bet would indeed be electricity (Which is hardly a sure fire win, you're just assuming he's weak to electricity) which he's not doing against someone constantly pressuring him with superior wind and physicals.

He doesn't need to overpower it just manipulate and redirect it. Compared to speedsters Red is a snail Mark has consistently tagged dozens of speedsters.

His bolts would fry his internal circuits , he has other ways to win like manipulating the weather inside of Red

His superior wind doesnt matter as Mark can negate , manipulate and redirect it. While red definitely has superior strength he won't be able to land a hit on Mark before he gets fried with Lightning or gets ripped apart from a storm being conjured inside of his body. Mark has too many showings of consistently tagging faster characters , Red gets put down before he can land a hit

You're not going to manipulate or redirect stronger winds, especially while also being pressured by a physical disadvantage. Most of the time WW has "tagged" speedsters is when there either running towards him and he uses AOE moves or away and using the same tactic, not an effective strategy against someone who can tank your best hits and has a better output of your same power.

How is he going to do any of that when it's overwhelming him based on feats? You think because a character has Wind they can always manipulate someone else despite any power gaps? That's not even getting into regeneration feats. Tagging faster characters who don't have the power to counter his abilities isn't as impressive to someone in a similar enough ball park who perfectly counters his moveset.

Again his winds don't matter , Mark is immune from weather affects all together so it would honestly do nothing to him. Those winds get redirected and wouldn't even do anything to Mark.

Speedsters still travel faster than Red , by whatever means red is travelling speedsters still move faster , mark has consistently tagged faster characters. Red won't be able to tank having his circuits fried or getting ripped apart by an internal storm

Unless Red has displayed the ability to resist high levels of electricity , he does indeed get fried , and that's not the only way mark can beat him.

Unless those regenaration feats have resistane to high voltages of electricity or regenerate his internal structure , they won't change anything

Red wins easily. Aside from being far stronger and far more durable, I believe he also has far greater power over the wind, and he can become intangible.
