Yeah well, he was disabled several times in Young Justice in the mid 90s. He was taken apart sometime around Infinite Crisis and couldn't do anything but say 52 for awhile.
But I couldn't sit through most of the recent Justice League stuff or his mini so if his powers have changed back, I wouldn't know.
I think the current status quo is that he can't function without a body. Although there is that one time when Zatanna summoned his soul without a body and he created a blast of air powerful enough to take Amazo down.
