Joseph Stalin is more evil. He is responsible for the mass murder of millions of Russian people. He killed more innocent people than Adolf Hitler. But then again, some people argue that he accomplished greatness for Russia such as defeating Nazi Germany in WWII. But hey...that does not justify murder. The Red Skull is just a fictional former Nazi soldier that is responsible for fictional events.
