And red Skull has kept up in H2H with Captain America plenty of times...

EDIT: scratch the other half of my post.

Well Captain America is physically superior and a better combatant than both. But I'm giving the edge to Zemo. Red Skull is not as good as a fighter as Zemo, he relies too much on guns and well, you know how that goes.

I think that Zemo should win in a close fight, he's better with melee weapons and CQC.
