Agreed With All. If they are at a Distance then Roy may have a Slight Advantage. If they get close, Connor Will Destroy him. 
 
I feel The Battle Will Get close and then it's Connors Fight.
 

They both know each other very well, and Roy will do all he can to keep the distance. Giving him the advantage.

I see Roy taking the win, the two fighters know each other and Connor will try everything to get in close and this may be where he falls short, we did see some impressive feats from Connor during his time as Green Arrow and in his own run. But nothing that puts him on the same level as Roy at distance fighting. If Roy can keep him at bay then the win goes to Roy. If Connor can get in close then the win goes his way. Roy again is an impressive fighter but just like Connor does not have the feats to beat roy in a distance battle, Roy does not have the feats to beat Connor at close combat. Overall it's a bout 6 out of 10 in Roy's favor imo
