Nah. Rayaquza can learn Stone Edge, which is 4X Super effective against Flying Fire. Literally 1 shotting Ho-Oh.

Why all these recent Pokemon threads?
Rayquaza was older and has quelled Groudon and Kyogre's battle, while Ho-oh doesn't really have feats.
It's implied that Ho-oh is more magic based, instead of working off sheer power like Rayquaza. I'll admit I have no proof to back this up, except for a couple NPC's in Gold Version and the fact Ho-oh resurrected 3 pokemon and drastically increased their power.

Ho-oh never created new Pokemon. It simply resurrected the Legendary Beasts after they were killed, and bestowed divine attributes upon them.
@ShootingNova it is widely accepted he resureccted a Flareon, Vapreon, and Jolteon and bestowed enourmous power upon them, turning them into the legendary dogs.

Stale mate. and people saying Rayquaza stopped Groudon and Kyogre don't know their stuff. He did that with his ability Airlock, meaning Groudon and Kyogre stopped affecting the environment and weather of the whole world. If they can change the world like they wanted they stop fighting and give up.
So. Stalemate. Rayquaza and Ho-oh are my two most favorite pokemon (look at my avatar). They have the same stat total. They have a wide variety of moves. They are both lords of the sky and legendaries. AND UNLESS there are differentiating traits, this is a stalemate because we are putting a regular member of the Rayquaza species against a regular member of the Ho-Oh Species and they are basically around the same power. So...
either sort out what abilities, moves etc.. each one can have, decide what stats they get, what IV's and EVs or choose pre established versions like Red's Ho-oh or Yellow's Rayquaza (these are made up, Red and Yellow never had a Rayquaza or Ho-Oh) or don't sort out their abilities and just call it a stalemate because it is that: a stalemate. There's a reason people train and make strategies up when playing Pokémon; because it's balanced
oh btw sorry for the huge rant, it's just that it's basically my favorite pokémon against my second favorite pokémon and it kinda pisses me off

I find it trivial that people are saying Ho-oh loses because it is featless. Ho-oh is more comparable to TOAA, who is also featless. The fact that Ho-oh bestowed divine power on the legendary dogs already shows it possesses great power. The reason why Ho-oh never fought anyone (at least to my memory) could be because he is simply too powerful, and not intended for fighting. Lugia defeated all three legendary birds at the same time, and I put Ho-oh on par with Lugia.

as I said it depends heavily. You don't know levels, EV's, IV's etc... for all I know Ho-Oh could have good speed EV's and IV's being faster than Rayquaza. He could also have good physical defense EV's or IVs and hold it. He could be holding a berry or an item. We don't have that information.
also, animé Ho-Oh has barely no feats but since it's all the same species, they can all do the same

Well gameplay is noncanon, or any pokemon can annihilated Rayquaza with an ice beam.
@eisjfiejss: technically you can use gameplay info, like pokédex entries and entries about the moves etc... but you are right, the specifics of gameplay are not exactly cannon - even if they were, they do not establish any scale of power between opponents in the same base stat total range

Ho-Oh is more a legendary poke of the heavens. He deals with ressurection a lot. He himself ressurrects just like a phoenix every once in a while. That's why he was able to bestow the legendary beasts Entei Suicune and Raikou with such powers when reviving them. He himself has several divine powers but they are on par with other high tier legendaries such as Lugia, Rayquaza himself, Dialga, Palkia etc....
Although Dialga and Palkia are above the others in the same league as Giratina due to their control over space, time and antimatter

Well, Pokemon threads need to specify if they're comic, game or show-based. Because pokemon in the show have displayed moves not usable by those pokemon, and have slightly different lores. Legendaries in the show are normally not one-of-a-kind (the legendary birds are a prime example - there are many Articunos shown through the series), and etc.
They're different universes. It'd be like using 616 Thor feats to argue for Ultimate Thor.

@josephgomes619: Yeah I'm talking about Game Mechanics and other stuff on Pocket Monsters. There's a reason why Ho-Oh has a bst of 680 whereas Deoxys has 600. Surely it's Fire-attacks would be too much for Deoxys. Ho-Oh is like a God-like Pocket Monster because it has a mythical power to resurrect the dead. It's the trio master of the Legendary Beasts...I think any one of the Legendary Beasts would be a good match for Deoxys. I think it's implied that Lugia and Ho-Oh have a similar power level to each other...and Lugia, Ho-Oh & Mewtwo have a similar power level...and if that's the case then Deoxys is not as powerful as Ho-Oh.
They seemed to overpower Deoxys in the Destiny Deoxys movie but it's ok I'm still crediting Deoxys in the movie
@josephgomes619: Rayquaza takes both tbh. The type and movepool disadvantage Ho Oh would have to overcome is massive.
