This is a toss up, IMO. Ray Palmer certainly has the better shrinking tech (able to slip through the cracks of reality), BUT Hank is no slouch himself. Sleight edge to Ray, since he has some pretty uber tech feats.
Hank Pym. Both have similar shrinking (They can both turn subatomic, Marvel just has the microverse to fall into) but that's not how they win the fight because they won't be able to find each other. Hank can grow bigger and stronger and when he's small he has the range with stinger blasts and flight advantage.
lets see 2 characters that i love but dont really no too much about... mark me down for both because from what little ive seen this is a pretty good 50/50 match
I love Ray but Pym dominates this one. Pym can not only change his size, he can grow and shrink other objects. He can pull out a million different weapons out of his pocket. This one goes to the Scientist Supreme.
I'd say Palmer has the best shrinking tech in comics. Both are pretty comparable and can win. Atom for the small majority, if both are given equal prep.
