I dont believe Rao could beat them both dude. Colossus is above the 60 - 70 ton strength level range and Steel is strong as hell too. Rao cannot run through these two with ease
To answer you guys question, Raoh's army was marching on the Fang's territory. Boss Fang is notices that his troops are loosing so he tries to take matters under his own hand.
Notice that Boss Fang is probably as big as Two Juggernauts, respectively. But his true ability just as Collosus, can transform his body into steel.
