How?
I don't think Silva was the same level as mr J, both had plot holes in their plans, but Silva's were far worse. Joker wins Round 1 and 2 quite soundly.

Joker is like ten Silva. He's more dangerous, more unpredictable, he's smarter, he has less morals than Silva, he's done more damage than Silva, etc.
1: Silva, and very easily at that. He was on a similar level of skill to Bond, and you simply can't argue that the Joker stands a chance against Bond in a gunfight
2: This is a little trickier, as they were both masters of prep. But I will give it to Silva again. He managed to create a plan years before to create an escape route in the MI6, filled to the brim with traps laid out, and it worked. Plus, he was a techno-terrorist, whereas the Joker was just a terrorist. Meaning that Silva can potentially hack the Joker's technology in order to either use it against him or simply watch him through a webcam
I mean h2h is a stomp: Silva was basically James Bond before James Bond was even around, guy was well renowned as a top agent and he held his own in gunplay and combat in the few times he needed to do so.
Silva could take the edge in prep because of his SPECTRE-assisted resources, as well as the fact that him outsmarting one of the top spy agencies multiple times over is a lot better than getting around a corrupt and incompetent police force. Sure, both of them relied on PIS for their plans to work, but Silva actually succeeded in what he was doing.
