yes, considering this particular kage didn't really show any notable feats.

I highly doubt Doffy is in the top 5 strongest characters in One Piece just by hype.He's still a strong character though.

I did said "just by hype".One Piece high tiers are mainly featless,but I see them being the strongest characters in the series when they get more feats.

Sabo should have a great majority over TS Luffy

Sabo did this just by tapping his fists on the ground.Luffy probably needed to use a real good Haki punch
