Raditz. Smarter than the Saibamen and not cannon fodder like Freeza soldiers.
Okay, but the Saibamen showed good abilities (acid, self destruction). The Saibamen's acid could come in handy considering it scared Tien. Also the Saibamen achieving kill Yamcha. Raditz never could to kill Yamcha (even Yamcha entrusted).

A versatile and powerful assortment of ki blasts beats out acid head, and Yamcha clearly defeated the Saibaman with ease, he was just caught completely off guard by the self destruction. Raditz wouldn't be caught off guard.
Radditz defeats the cannon fodder. As said above Yamcha lost because he was caught off guard by the self destruct, Radditz has knowledge of this ability prior to the fight most likely. Friezas soldiers have aim almost as bad as a storm trooper.
@nickzambuto: If Raditz had the technical, intelligence and ability of combat analysis that you say, would not have lost against Goku and Piccolo.
The Saibamen was able to beat Yamsha that was stronger than him, so we can not take for socket head (although knows not speak). And the Saibamen has techniques dangerous.
I opted for a draw unless Raditz had more strength of what he said Nappa.
And if Raditz did not know them would opt for the Saibamen. It has a couple of good techniques able to defeat to Raditz.

I add also that Yamsha was an experienced and stronger fighter and was defeated. So I think we can not know who analyzed better the combat. And if they have the same force...
In techniques, Raditz will not showed any technique that might seem dangerous to a Saibamen.

Reasons?, If goku and piccolo could defend against techniques Ki of Raditz...
Saibamen also were fast and his tricks were good, that one could had done a very bad time to Raditz.
@nighthunder: @appzashok: @jmarshmallow: reasons?

Frieza Soldier.
I think they are individually as stronger than Radditz, but they have the number. Sure, they died by dozen in the frieza saga, but by that moment, they confronted Gohan, Vegeta and Krilin who were getting stronger and smarter.
Saibaman aren't bad by comparison, but they still are cannon fodder.
Radditz is smart, but he's alone. He get a small chance, but that's all he get.
Raditz. The Saibamen don't have any experience, and Frieza's soldiers got OHKO by Gohan and Krillin when their power levels were around 1000.
@darth-revan: Because Saibemen are dumb and have like no actual skill, Frieza's men are fodder who get taken down by whoever they're fighting, and Raditz was able to outskill two of the greatest martial artists on earth.

They were shown to be hazardous.
Frieza's men laughed at guys who have power of 1000 (power similar to Raditz).
Raditz was able to outskill two of the greatest martial artists on earth.
He defeated to two guys who were less than 1000 together. Also in this the fight, Raditz proved to be very careless.

Was 1500 (they had more power than Raditz). And they were probably the most wimpy soldiers.
Raditz with effort. He's very familiar with the saibamen and it's generally assumed that any henchmen that needs a gun isn't worth squat. However, there isn't any proof of Frieza's subordinates being lower than Raditz but there isn't proof of their power either. They all fall like bowling pins to any fighter. The Namekians from Moori's village were thought to be only at power levels of 1,000 each and putting two men on each Namekian was thought to have been able to overpower the Namekians. But when they powered up to 3,000 each, they easily killed the henchmen.
So one henchmen would probably be enough to make Raditz work for his win but he would take the win.
I refuse to believe Raditz is only worth one generic Freeza soldier.
I think 2 could probably take him though.

By something Vegeta and Nappa despised to Raditz and they treated him as a weakling.

Raditz after a hard fight will surely win to a single soldier of Frieza.
Raditz only chance of winning the Saibamen is that he knows the skills of the Saibamens. Saibamen would beat to Raditz in battle fair.

That's possible.

Don't ever use probably in a debate, it makes you look weak. For one, their power levels are never stated. Two, all of Freeza's soldiers except for the Ginyu Force, Dodoria, and Zarbon are essentially cannon fodder. Three, 500 isn't enough of a margin to OHKO enemies. And four, Raditz has a power level of 1500, so they were exactly the same strength as he was when he came to earth.
@mrunsmiley: Manga > Daisenzhu. Raditz has 1200. If Nappa says that Raditz and Saibaimen have the same force and if a Saibaiman has 1200 is that Raditz also has 1200. More unclear that the water.
@darth-revan: nappa said they were rivals not equal
Toriyama stated raditz >; saibaman
