Shang-Chi stomps. Ra's' showings are by and large unimpressive. Most of his fights with Batman had context, and the ones that didn't involve him getting stomped and killed. Not very impressive. His other good showings are beating Tim Drake, but Tim wasn't expecting him and Shang-Chi would stomp Time everytime if they fought, and beating Bane, but Bane was stupid enough to use a sword and try to beat Ra's in his own element. Nightwing was fodderized by Bane and he beat Ra's with only mid difficulty. Nightwing being another example of someone far below Shang-Chi.
Shang-Chi's is just much more impressive with better showings against Spider-Man, Crossbones and Iron Fist. By feats he takes a large majority in every physical aspect given Ra's limited showings in most physical areas. Ra's only real advantage is his sword but Shang-Chi can and has broken those in combat, and it's not like Ra's could possibly tag him anyway. Shang-Chi wins 10/10.
