idk, GA used too be such an amatuar hero now hes a very complete hero defeating, merlyn, komodo, proving his superiority in archery, and fought, and bested high class assasins such as, constantine drakon and even once beat deathstorke [only just], and beating ra's possible for GA but hed probly have to be in his prime.
Every weapon they want? They blow each other up. For realz, though, it's probably quite close, with Ra's having the edge in skill and experience, obviously, and Oliver having the better gadgets and possibly being more agile and acrobatic. I reckon it's a close fight, but one that i think Ra's would win if and when he got close enough.
