I say Midnighter.

Quicksilver can give him problems though, he was whooping Spider-man's ass when they met.

But I think his battle computer is the key factor here. Quicksilver has been easily outmaneuvered, this is how Spider-Man ended up defeating him (clotheslining him) and Angel did also (turning at the last second making Quicksilver run into a wall)

Midnighter. He has beaten speedsters in the past, and Pietro's tragic flaw is most definitely hubris.
