Malgus' dueling feats, while good, are inferior to Obi-Wan's. Obi-Wan has beaten Savage Opress, fought evenly with Darth Maul, and stalemated/beaten Asajj Ventress, all of whom have their own dueling feats. Conversely, everyone Malgus beat in a duel (Kao Cen Darach, Ven Zallow, Padawan Satele, and Knight Satele) are featless. Granted, Obi-Wan is not exponentially superior as a duelist, but he is still better all the same.
Force-wise, Malgus' lightning did take out three Jedi Masters who had their sabers up, but Obi-Wan has deflected Count Dooku's lightning before, so this will not help Malgus. Pertaining to TK, Obi-Wan has moved Durge's ship. Malgus has done nothing to match this to my memory. I could make a case for Malgus having superior durability, but when we're talking about lightsabers that won't mean a thing. Strength at least, does probably pass to Malgus, but when Obi-Wan surpasses him in both dueling and TK that's just not enough. There's also speed to consider. Obi-Wan has...

Along with Anakin flown straight at one another while their ships move at sublight speeds and react fast enough to veer away from one another.
Droids closing rapidly on their tails, cannonfire stitching space on all sides, the two Jedi pulled their ships through perfectly mirrored rolls that sent them streaking head-on for each other from opposite ends of a vast Republic cruiser. For merely human pilots, this would be suicide. By the time you can see your partner's starfighter streaking toward you at a respectable fraction of lightspeed, it's already too late for your merely human reflexes to react.
But these particular pilots were far from merely human.
The Force nudged hands on control yokes and the Jedi starfighters twisted and flashed past each other belly-to-belly, close enough to scorch each other's paint.

I rest my case. Obi-Wan is better. Qui-Gon however, is not. Malgus will beat him. I believe he would beat TPM Obi-Wan and AotC Obi-Wan also, but not any other version of him.

I see them as being on relatively even footing in regards to dueling. Malgus is the greater Force wielder, though, and he is superior physically. Malgus wins, but it's close.
Qui-Gon could possibly match or perhaps even better him with a blade, but Malgus is demonstrably superior with the Force by a significant margin. He should take this.
If Qui-Gon can close the gap and keep the pressure up in sabers to prevent Malgus from countering as Zallow did he could win this. Especially since his experience (which has allowed him to anticipate even Maul's style) would likely render the trick that took out Zallow ineffective.
If Malgus can bring his force abilities to bare though it's a certain win for him
Jinn stomps Malgus into oblivian, any version it doesn't matter.
Malgus would beg for mercy . Jinn has too much power and is overall a better duelist. Remember even when he died he became a Force Ghost, something only the most powerful force users can do, Malgus has never reached this state. Jinn god stomps Malgus, not even a fair fight
Qui Gon Jinn ROFL ? stomps Darth Malgus any version...SIMPLE. Jinn fought alongside the most powerful jedis ever (Yoda, Mace, Jedi council) and trained Obi Wan who also became one of the most powerful Jedi masters ever and saw the power in Anakin Skywalker when even Yoda himself said NOT to train Skywalker. Even when he died he became a Force Ghost and predicted the fall of Anakin Skywalker and tried to warn him(watch The Clone Wars animated series)
