going with Quasar. He's redirected blast from the Infinity Gauntlet. Stopped solar flares. Did pretty good against the Phoenix. Held his own against Silver Surfer. Has absorbed energy from stars. Shields powerful enough to stop HULK, Hercules, Thing, Wolverine at the same time. Created a 100 megaton explosion around someones head.

Blue Marvel is too physical to deal with Quasar. At the end of the day, Quasar's shields have easily stood up against attacks that shatter planets. He can tap into and drain almost any power source, and he can casually toss out attacks that have the power of a Tsar Bomb packed into a fist sized attack.
Blue Marvel has 1 mode to attack Quasar with, and that's punching and hitting. Something Quasar has never really had much issue fighting against, unless it's someone with a powerset that directly contradicts his. All of his other powers can easily be drained or absorbed by Quasar.
