Who wins, and why?

Phoebe...easily. She has trained in H2H for years. While Prue may have some skills they are nothing compared to Phoebe's. She's gone so far as to corporate her powers (levitation) into her fighting style.

Gain more experience in fighting, becoming a better fighter, she already had some pretty good h2h skills before her death.

Prue, Phoebe went into all that training after Prue died.  To which Prue could flick her hands and Phoebe would go flying into something. Also a month of Prep.  Prue at her peak i'm guessing is Future Prue. Also she has her Astral projections that she could use to set up traps.
