I assume this is modern Owlman;so I would go with Prometheus after a rather good fight;the guy managed to singlehandely take the JLA;from Morrison era;among other things;so I think he takes this.
People seriously missed the point that Prometheus was meant to satirize the whole "Batman but evil" trope, not be a part of it.
He was a tryhard who acted like he could take on the whole Justice League by himself but he failed miserably without doing any significant damage. In his original appearance his plans were straight-up stupid and relied on the JLA believing his bluffes and letting themselves be killed just to save a handful of civilians.
Now he is treated exactly like the characters he was supposed to satirize.
@ouroborik: i dunno he beat Batman and he has tools such as neural chaff and that baton of his. unless it’s the imposter or Prometheus got a serious nerf or Owlman is better than I think he is I don’t see how Prometheus loses the majority here.

Oh I do think Prometheus wins. After Morrison's run he definitely started being written as that type of guy.
But I think Morrison's intention was that Prometheus was an average villain who fell for his own hype.
His helmet which was the source of his fighting-skills short-circuited once he was faced with too many opponents (a terrible flaw when trying to face a team of people), his method of disabling Steel was overrun by Steel himself, his method of dealing with Zauriel was just teleporting Zauriel to his own house (which he forgot about midway through the story because of bugs in the helmet connected to his own mind lol), his method of defeating the Flash was just bluffing about some explosives that didn't even exist, his method of defeating Superman was literally asking Superman to kill himself and he never demonstrated any viable strategies to deal with some of the heroes, like Aquaman and the Huntress.
And when Prometheus returned in World War 3 he was a threat as a result of his surprise appearance in the middle of a cosmic crisis but Batman humiliated him once his reappearance was acknowledged.
His whole strategy was a disaster to begin with and the writer seemed to be pretty self-aware about it.
