Punisher vs Batman vs Black Panther vs Spider-Man vs Reed Richards vs Doctor Doom vs Ironman. They all have 2 billion dollars to create anything they need and do as much research as necessary. They have 2 weeks of preptime. Who wins?

Yeah I said they have all the time they need to get research on everybody but they only have 2 weeks to create the necessary devices.

Doom takes it, IMO. His magic coupled with the fact that he already has a freaking army, plus now he has an additional 2 Billion to make whatever the fk he wants should put him far above everyone else.

Unless Reed somehow gets the Ultimate Nullifier.
