The pre-crisis version of Mongul was shown to physicallly dominate Pre-crisis superman and to take blows from Superman without any significant damage. He was also fast enough to effectively fight PC Superman (so he had some level of enhanced reaction speed). He was a skilled hand to hand fighter, a clever tactician and had the ability to teleport. He could also trap opponents in dimensional snares, that confined his enemy inside of an artifical dimensional construct that was virtually unescapable. Yes I think he can defeat Superman Prime (as the guardian energy aged him to adulthood so he was simply as strong as an adult PC Kryptonian).
Mongul. SA Superman literally had to push himself to his very limit to actually beat him and prior to that Mongul was fighting the Legion of Superheroes, Hal Jordan, and SA Supergirl. In their very first fight, Mongul actually beat SA Superman (though SA Superman did give him a hard fight).
