Champion, prolly. Haven't seen anything from PC Atlas to show that he's on Champions' level.

not sure of the upper limits of Champion though...

@king_saturn: his whole power set is based on physical strength so at normal levels he is 100+ ton with the gem his strength and i think his durability are unlimited too bad he jobs so he can't showcase his true strength..
