I'll say PPG
There basically mini versions of Superman.
PPG have FTL speed feats stuff like time traveling proves that. Bubbles was even able to get across the globe in a few seconds
In measures of raw strength the PPG have been able to destroy planet busting asteroids Hell Blossom was able to freeze one completely.
Plus the 3 girls seem have an absurd amount of powers everything ranging from energy manipulation, turning into water, causing earthquakes, weather manipulation I tons of other powers.
Another big factor is that there cartoon characters main characters nonetheless that gives them plot immunity to most of there own villains.
Durability wise not to great I know they have been taken down lasers (note extremely powerful ones) before but I believe I recall them being directly near the sun and withstanding the heat though they were sweating.
So in short PPG should be fast enough to avoid Hulk's punches rapidly punch him multiple times plus utilize multiple different heat visons, ice breathe, energy blasts and sonic booms to hurt Hulk at range. With all this going for them PPG have a very good shot.
And If the PPG do lose this then give them time to a little growing up and they may actually have it in the bag.
Everyone saying Hulk stomps. Is saying this because they cannot take The PPG seriously due to it being a children's show when in truth they have more then enough feats to put them on the level as Comic Book characters.
