Blanka is an actual fighter with skill whereas Pikachu needs orders to actually do well. He's shown pretty stale feats as well from what I can remember. Ash could survive Pikachu electrocuting him on a constant basis at the beginning of the anime.

Current pikachu is low - mid tier legendary level. He beat regice. His iron tail is can cut through steel. His combat speed is super sonic. But that ofcourse is when pikachu isn't jobbing.

Plus pikachu's stats have always been low in every pokemon game in terms of attack and defense. Even as a level 100 his stats are low in comparison to other pokemon that are level 70s or 80s or 100s themselves. Blanka will take this battle mid-difficulty.
@those_eyes: Can you show me proof Pikachu can cut through steel or move at super sonic speeds? I'm sure Pikachu has feats above Blanka in certain areas but not fighting skills, Blanka takes on skilled fighters and even enhanced fighters on a daily basis, a small rodent who can manipulate the same attribute as he can isn't going to stand much of a threat. I suppose his Iron Tail is his best chance if it can puncture steel like you say it can, but until I see some proof...

So are we using other feats or just anime? Oh stop! Pikachus had to save ash's ass before without his command. Pikachu even saved a group of forest pokemon from lighting before without ash even being around. Stop with this well pokemon can't do anything without commandd and training crap. Croaguk was a random wild pokemon who practically was soloing a gym trainer and beat a trained evolved form of itself without any command. Pikachu has done plenty of stuff on the fly without ash's command.

In one of his biggest battles, pikachu was relying soley on ash's orders in order to pull off the biggest strategies. Anime Pikachu's badassery comes from ash's orders. This is consistent and i will prove so.
He is reliant in terms of combat not something simple as communication obviously. And the only time i recall pikachu saving him was when they first met.
Pikachu only has the edge in terms of speed. Also Pikachu's electricity has historically failed him against other Electric types. Raichu, Magneton Electvire.
