Black Bolt all rounds. Pied Piper is really powerful, but his flute takes time to play and, assuming Black Bolt isn't jobbing it, he can whisper faster than Piper can bring his flute to his lips and play a tune.

Blackagar, in character, doesn't even whisper much. Hence, the rounds where he's in character, Pied Piper should take quite comfortably.
