Throw in the rest of The Octessance, then.....they'd still lose.
@XiiX: Hmm. From my understanding though, Phantom Stranger has never revealed the extent of his powers. But PS is definitely extremely powerful, seeing that in Day Of Vengeance, the Spectre was able to kill both Shazam and Nabu (not Doctor Fate), two top tier magic users, but was unable to destroy Phantom Stranger, which I think shows the enormous amount of powerfully defensive and possibly offensive magic he has at his disposal.
@larryman296: Phantom Stranger was spared exclusively because, as he stated when squaring off with Spectre, something to the tune of "I don't think that even you can kill me, Spectre. I doubt the universe would allow it". So, for a similar reason The Spectre couldn't kill Darkseid: Ulterior backing from a higher power.
It is true there aren't many overt displays of power to gauge Phantom Stranger with with the utmost accuracy, so I mostly judge him by the company he's kept in which he's regarded as being an equal; namely The Octessance.
