Considering that Cosmic Stranger is one with the Living Tribunal, I don't know. He could probably turn Phantom into a mouse just like the Spectre did.

Yep.

Judas becomes Phantom stranger.
Hence the pieces of silver thrown at him, which he took from the Romans to betray Jesus.
Then there was Pandora with him too, and another person that becomes the Question, not sure of his identity before he became that.

Cosmic Stranger wins. He's equal to Galactus, but doesn't hunger and weaken... And he fought the Juggernaut.

I'm going to go with Cosmic Stranger and I don't even know who that is. I dig Phantom Stranger, but in his classic incarnation he's relatively featless. He had alot of clout, but it's hard to determine the limits of his power.

As the Phantom Stranger once said; the universe itself wouldn't permit his death, so the Spectre turned him into a mouse and promised him to come back when all the evil magic was weaker.

So by that logic I don't see how the other Stranger can win.

But Cosmic Stranger is the 4th head of the Living Tribunal. He's the head that wonders around as that part of Living Tribunal to experiment and study the changes of the universe(s).
