All I've seen Palpatine do is shoot lightning and the very risky "Fall to your doom" move with the assistance of Vader. I still give it to him, since I assume he has above average mind tricks and other fun Sith powers. Voldy likes to spam his death curse, has the other bad curses (that Harry used, strangely enough no one cared), and the basic school package from Hog's. Vold's screwed if he loses his wand, and lightning makes it difficult to speak (or make a conscious thought to throw up a shield). Palp's can probably do the normal force push things, which could serve as Harry's favorite spell (disarming), or a force choke might break the magic stick.
