Umar imbued with the power of Eternity has barely any feats.. we could assume that Umar has magnified her powers ten folds.. but would that be enough to defeat Oshtur? i don't think so.. Oshtur as an Elder Gods vast mystic and cosmic power of an unidentified scale, but knowing that she is the most powerful member of the Vishanti and is noted by sorcerers for her omnipotence, it would suggest that he powers is of a greater degree.. Oshtur herself created the Astral Plane, and spawned Agamotto who's power is enough to take on the likes of Dormammu, Umar's brother.. the combined might of the Vishanti can shatter universes, suggesting that Oshur alone has power on at-least a universal scale whereas Umar, lack feats to back her up even when immersed in Eternity's power.. also, Eternity views Chthon, Oshtur's brother as a verified threat to himself as well as icon of worship for the likes of Dormammu, Umar's brother.. also, i would give Oshtur the win due to experience as she has epochs of honing her skills combined with powers that rivals her brother Chthon..
