He was caught in a blitz by 4-Tails Naruto (Later he kept up but still Kyuubi literally had zero problem in tagging and reaching him, despite him trying to flee), so I don't think that he would be able to escape from being cutted by someone who fought evenly against a bijuu and tanked a bijuudama. Also, he was faster than KCM Naruto, which by comparison is leagues upon leagues above 4-Tails V2 Naruto in speed department.
Raikage wins effortlessly. He has an equal or higher attack potency to Biju Bombs despite lacking the AOE.

I only remember him using one Fuuton attack in the whole series. It destroyed a tiny part of a forest and couldn't even kill or significantly injure base Chunin Exam arc Naruto. Honestly Temari's wind attacks are more impressive and they barely affected the Raikage at all (stated by Temari herself). He tanked Rasenshuriken as well, it wasn't just because he was an Edo, he literally got back up right after Naruto did the attack.

The move he used to hurt himself. If he was able to tank Biju Bomb, and fight Hachibi to a standstill then he would need to have equal or greater energy to be able to injure himself like that.

OP states "No Edo Tensei", Oro can't use ET & 3rd Raikage is not an Edo.
Therefor he doesn't have ET regeneration. Which means he can no longer tank Fuuton with minimal damage.
Living Raikage does not tank Fuuton the way he does when he's an Edo.

That jutsu could barely destroy part of the forest and was tanked effortlessy by Part-1 Genin Naruto. They stated that they couldn't do any damage at all, Temari only managed to bother him and then there was smoke coming from his body after the barrage of attacks. Even after the Rasenshuriken he was just fine. If you believe that this jutsu from Orochimaru, which couldn't even KO a base Naruto, would cause more damage to a raiton user than a Bijuu Dama, this discussion is pointless.

3rd Raikage is decisively over Muu, Muu lasted longer possibly and he had more diversity, but 3rd raikage could cut right through muu at top speds + cheaply hax durability..

Orochimaru would be perfectly capable of reacting to and keeping up with the Sandaime Raikage. The Third only has V1, not V2.He is not at Ei's level of speed.Which is why he failed to blitz a Elite Jounin~maybe low kage level character like Dodai.
He isn't even remotely blitzing Orochimaru. But his travel speed advantage is overwhelming, yes.
Many characters in this manga can give good fights to Bijuu.Take MS Sasuke, who could beat Bijuu due to Amaterasu hax.Yet some characters who are stronger cant.Sandaime tanking a BB is only hinted at.It was never shown nor was it stated emphatically.I personally say he tanked an uncharged/spamming variants.

Sandaime in V1 could keep up with KCM Naruto not using Shunshin most likely. But when he does use Shunshin, he would embarass Sandaime Ei.
Sandaime Ei is a strong character but is often overestimated.
As for this match, Oro wins 10/10 even without knowledge or prep.
Oro's regen will keep him in the match for a long time time but since Ei could fight for 3 days, outlasting him is out of the question.Orochimaru will find out that he has nothing to put Ei down in terms of conventional jutsu . It's then that he reaches out for his hax.
He goes into White Snake Mode.Raikage charges him and cuts him up with Finger Nukite.Then

After that, Raikage's paralyzed body is ripe for taking.Orochimaru could borderline mid diff Ei due to his neurotoxins in a random encounter.With full knowledge, Orochimaru stomps.
People really need to look at the 3rd Raikages feats realistically. Most of his durability feats can be attributed to him being an ET.
He was majorly injured by; Temari who cut him deep on his torso & Naruto who hit him with RS which would have completely taken away his ability to use chakra via shredding his chakra network. Him being an Edo saved him.
Anyone with Fuuton has the means to beat him. Even if that means low level fuuton to weaken his Raiton armor for the real attack.
Without even a speck of doubt, Orochimaru would win.
Why? He is near constantly prepared for the situation.
Argument: Ei's Speed and resistance make him stronger.
Response: It is quite obvious he would still lose. Why? Kusanagi. It is, as stated, a sword of nothing but legendary stature for its ability to pierce any armor.. The Snake sword argument is irrelevant for reasons that are obvious- because they are not the same sword. With enough preparation, and enough bodies to face the man, the Third Raikage is quite easily outmatched. Let's say he still needed wind jutsu. No problem. Orochimaru is renowned as a genius by the geniuses of the series, for not only his knowledge but prowess in the art of ninjutsu. He is, as many fans have stated, one of the few characters who cannot be killed by ordinary characters (Besides the bullshit overpowered, half retarded, and possibly braindead to the extent of oblivious, Naruto that we know in the series). Being such a genius, he does not disclose every move he has to make. He could, for all way know, have a very powerful wind user's body as a host, and thus, gains said ability, similar but not quite the same as Fuka Uzumaki's ability to stay alive for so many years.
Low key, he was probably the strongest foreign Kage in the Narutoverse, on par with Base Hashirama himself. Not only does he have bonkers durability and bonkers potency along with high tier speed, but the third Raikage also has a plethora of powerful Jutsu which Kabuto never made him use and thus which never get talked about.
For instance, Darui's Black lightning was confirmed invented by the third Raikage himself.
Basically, there is more to his arsenal than just running at an opponent and trying to stab them to death like an idiot. Even if Kabuto didn't utilize him properly as an Edo Tensei.
Also, realistically, tricking him into stabbing himself wouldn't work in a real battle while he's conscious. He would know his own weakness and thus, his One finger Hell-stab (the only one he could harm himself with) would be saved as a finisher, at times when it couldn't possibly be redirected.
The only other option Orochimaru would have would be trying to escape from him, but the Raikage is probably much faster and is capable of fighting for 3 days and nights, showing much more stamina.
With prep, maybe Orochimaru could pull out some way to defeat him 1/20 times, but in a straight up fight, the 3rd Raikage 100%.
