First of all they started 2 miles far away from each other and legolas doesn't have feats like Oliver

he aimed at moon and shots Metropolis point in Daily Planet Globe's map from 1.5-2 miles far away.

he shots speeding bullets to save a citizen

in Finale,Part 2-He shots Zod(who's FTL like Clark and have FTL senses) ,Zod tries to catch that arrow but he didn't.

Oliver can shoot him in head from 2 miles far away with his limitless arrows,If Zod or Clark didn't dodge it,Legolas wouldn't.
