I read on Marvel wiki that Surfer once gave himself more Power Cosmic than Galactus. I don't know how but if it's true he should take down OF Thor. I think the next level beneath beneath that, Post-Annihilation Surfer can take Odin Force Thor. OF Thor doesn't equal Odin anyway.
Silver Surfer at his best was Eternity or having enough of Uni-Lord's power to beat him down with it. Outside that not sure what the Surfer can do to King Thor.
