i think it was every universe, she was queen over all the phoenix's even the ones from other Universes and i think there was only one white crown phoenix.

That's what I thought. I believe she is now omnipresent/omnipotent Phoenix. Basically, any universe, any Phoenix, she rules them.
i didnt remember it that way, but if that's right then i'd say she is probably pretty close to the tribunal but i wouldnt say stronger until marvel said she was more powerful. he's only supposed to be second to the one above all.

yeah i would say she is almost even, i really don't think she is stronger than LT.
