First up, I’ll state the equation: Reacction = No. of Attacks/Time
Why?: Speed utilizes distance over time, this does not factor in both the number of attacks NOR does it factor in the TYPE of attack.
therefore Speed =/= Reaction.

Lets try reaction for a simple missle that takes 5 seconds to hit a person and let’s say this person dodges it.
we use Reaction = 1missle/5s
= 0.2 Missles per second.
Simple no? But what about 2 different types of attacks?

For example purposes, we will use fictional velocities.
Speed of missle = 300ms-1
Speed of a bullet = 900ms-1
Lets say 2 different people both dodge ten missles and 10 bullets:
Reaction time of person 1 = 10 missiles/second
Reaction time of person 2 = 10 bullets/second
Now we have a problem here and only in this scenario can the use of speed really be applied.
Therefore, to find the number of bullets person 1 can dodge, we take the missle’s speed and divide it by the bullet speed.
Why?:
1) The bullet and the missle are of 2 different velocities
2) Since the missle is the speed of person one, it must be divided by the bullet to determine a number which can be multiplied by the reaction time to obtain the reaction time of person 1 to the 10 bullets.
Therefore:
300/900 = 1/3
1/3x10 = 3.33 bullets per second is the number of bullets person 1 can dodge.
Obviously 10 bullets/second > 3.33 bullets per second
therefore person 2 has a higher reaction time.

1) This can work for blocks as well as dodges since to block an attack you must react to it
2) This may NOT be multiplied by speed to obtain a velocity as you would get a value such that Distance x Attack/ Seconds Squared
3a) When using different characters from different fictions, their movement speed would be used to determine the velocity dividing factor
3b) Speed in every single fiction takes time to generate therefore using the speed of a punch and the speed of travel would make no sense to seperate because the time would factor into the equation.
