Dick via superior stealth, tactics and gadgets. Takes them out 1 by 1. TMNT may take 2 or 3 rounds if they manage to make it a 4 v 1 (or MAYBE a 2 v 1 if the 2 are Leo and Raph). Otherwise Dick for majority.
Don't know different incarnations, but the Turtles win if they're not goofing off. Obviously one couod make an argument that Dick's gadget collection could grant him a win, but that's just as annoying to argue as what a prepper can cook up against a foe that should be able to curbstomp'em.
Without all that potential PIS, the Turtles win. Their durability is up there, but what really grants them the win aside from just their number is their teamwork. They know each other inside and out can whip up on scene tactics to put Dick down (hahaha)
Ehh. I really want to say night wing. He can use his suit taser and his electric sticks to hit them then keep em on the run. I will also say that I think the turtles would have a hard time catching him. He is the worlds best acrobat and was doing moves at 9 years old that only 3 other people could do. And the TMNT had trouble keeping up with foot ninja who in turn were just chasing a savate ninja.
Nightwing could beat them all 1v1 (although Raph could give him a serious run for his money) but I think all four are a bit too much for him. He still could probably take down one or two before he goes down though.
@allstarsuperman: Leo was the best fight in their Mirage days and currently in IDW Raph seems to be. Never seen anything outside of some silly fight in a cartoon to suggest Mikey being the best lol.

Depending on the different versions Raph and Mikey flip back and fourth between being the best.
Not really. It usually Mikey and Leo > Raph > Donny
90s movies Leo is obviously the best. He lasted the longest vs the Shredder.
2003 Mikey is by far the best he is untouchable win actually trying. Both Leo and Raph combined couldn't lay a finger on him.
2007 movie Leo is the best yet again, there was multiple times where he could have ended the fight with thee enraged Raph, but he was clearly holding back.
IDW Leo and Mike are the best yet again. Mikey has the best reaction, agility, and overall physical feats, but Leo is the most skilled. Only reason Raph beat Dark Leo is cause Dark Leo's brainwashing was wearing off and he was not paying attention.
