Black Panther would most likely win unless current is lacking his usual suit and stats.

He doesn't have the vibranium suit all though I don't really think he needs gadgets to win this.

His suit would tank any electrical attacks and his stats are better than Nightwing.

T'Challa definitely takes this. He's not only more silled, he's also physically superior and has way better gear.

@Decoy Elite: Hickmin has confirmed black panther to be superhuman.

Also all though he doesn't have the vibranium suit (he might still have it all though it hasn't been revealed yet, all though Hickmin did say he wasn't a fan of the vibranium on CBR so he probably does not have it) his suit is insulated to electrical attacks still.

BP definitely wins, without the suit he's still a more efficient and aggressive fighter.

I see Black Panther getting in first and taking out Nightwing's agility and making it more of a who can land more punches kind of battle

We don't know the limits of his upgrades. Hopefully he is still street level but he could be really strong for all we know. All we know is he is super human and strong enough to kill people with punches....

Major stomp in T'Challa's favour. Prior to his upgrade T'Challa would still comfortably beat the New 52 Nightwing. Now it's even easier given his superhuman stats in addition to his gear and training.
