New 52 Flash(Barry) vs. Flash/Impulse (Bart) Smallville

Two battles in total:

First Battle Rules:

-Fight to K.O. or submission since neither want to kill

-Both in character, going all out but NOT bloodlusted...

-All feats from Smallville apply + Season 11 Comic for Bart/Flash

-All feats from Barry Allen/Flash from N52 apply also

-Who wins? Who's faster?

Barry has Femtosecond reaction time.Bart must be insanely fast or else his Barry takes this

Barry probably wins both.

He's been able to grab bullets from a firing row of soldiers like he was picking fruit from a tree in an issue of Captain Atom (god, I miss that series).

@reaverlation: Do you know how fast a femtosecond is? He doesn't have femtosecond reaction time... but it's up there. Perhaps picosecond, but I'm not sure. Has it ever even been stated?

He has it. Even in Pre-52 Barry had attosecond reaction time. Thats actually a downgrade.

Carter, not a mismatch but barry does appear to be faster.
