Victor's has installed a silent mode into Boom Tubes even Superman couldn't noticed him and also have teleportation tech as demonstrated in Batman and Robin 34. Do you know he can hack into computers,right? He could hack into military computers to call out missiles against them or control choppers.......do so many things.
Cyborg has no feats (interfacing with computers isn't much of a feat) and limited strength. With 1 day of prep Spidey shuts him down easily.
I believe you didn't read half of Victor apperances,because he have lot of feats.
Not just interfacing...manipulating,controling,hacking and moreover Victor is also a technopath (how good is have a good knowldge aabout a character?). Spiders might shut down his body,but Victor can place his counsciouness into the Digitalverse and there they can't touch him.
