Dent has never been an enormously good shot or hand-to-hand combatant, so i'd say Drake can probably win this. He's definitely done more physically impressive stunts before and he's got a good handle on firearms.
@oceanmaster21: No, i think he is, just not really by comic book standards, if you know what i mean. Comic book characters, especially someone like Batman, have incredibly good fighting skills, and the Punisher can shoot Spidey's web-shooters off from afar, so Dent isn't that impressive next to guys like them.
