This is Shaman Nate we're using here and Pre crisis Psimon.
Both going all out.
Who takes it?

What were PC Psimon's feats?
Honestly, what little I know about him is that he's an okay telepath, but not that strong. Mid-range, I guess.
In which case, Nate would shred him to pieces - as long as it's pre-depowered Nate, who can't even lift a paperclip last I saw.
I know he was able to control an entire planet with his mind if I recall. Alien planet not Earth.
He can atomize people with his psychic energy and I know he can possess people. I'll have to dig up more of the Wolfman/Perez Titans run issues as he and the Fearful Five (or whatever their names are) were Titan foes back in the day.
These were the Cyborg, Dick Grayson, Donna Troy, Starfire, Wally West Titans.
psimon can:
-disperse his opponents at the atomic level, as well as survive from being dispersed at the atomic level.
-is capable of dimensional/temporal BFR's.
-can peel the skin away from an opponent's bones, and literally boil the blood in their body.
-he can mind-rape entire worlds.
-can possess his opponents
-is able to create powerful energy constructs.
-his psi-energies are always at their max because they constantly replenish themselves
Not saying he wins but it would be a hell of a fight
@SHARKBEARAGATOR:
Hm. Makes it more interesting, but I'm going with Nate. He's shown the power to feed off other telepaths, scattered his mind across the world and then reformed it, is mostly untouchable (apparently, only vulnerable when unconscious), and has pulled telepaths out of the astral plane and into the real world (and the telepath he did this to was Professor X - that this is when Nate was still learning his powers, could still burn out, and was not a Shaman)
@JediXMan: I myself would still give it to Nate I'm not super familiar with Psi-mon PC or otherwise but Shaman Nate was a beast
