It's hard to tell who has the speed edge in this battle because we can't compare showings against other characters.
What I do know is that Naruto's Kyuubi cloak has protected him against swords and attacks with far greater cutting power than a standard light-saber. The Sword of Ksunagi was hailed to cut the hardest materials, even diamond, yet was unable to pierce Naruto's chest in his 4 tailed form. It also protected him against the hyperbolous Amaterasu
But the force could prove big problems for Naruto, against pain who can manipulate gravity within 5 second intervals, Naruto was screwed every time the Tendo used this power and Luke doesn't have the same restrictions as Pain and in the later series, can probably use his Telekinesis at a greater magnitude than Pains Gravity manipulation. Tutaminis is also a game changer as it can be used to absorb Naruto's energy based attacks, Rasengan, RasenShuriken and Tailed Best Bomb are all susceptible, the question in play is if Tutuminis' absorption capabilities are limitless like Pain's Preta Path.
Overall Luke didn't show a good enough display of these powers in Return of the Jedi, and only started developing them afterwards. So i'd say that Naruto wins the first round, and Luke wins the other 2.
